Maybe some chemicals in the water too, plus the tank being out in the sun and all...???

Water from the tap is under pressure. When you first put it in the tank the pressure drops to 1 ATM and the air in the water makes little bubbles......
the more you circulate the water, the faster the bubbles will disapate.
