I've held shrimp in my hand and they've managed to snatch it from my hand while I was swatting them away while the puffer just floated there watching wtf the trophs were doing.
I don't plan on building any kind of tacky contraption to feed the puffer, I am training him to eat from the water surface so that would be better plan. If anything else I can just continue to overfeed the tank so the mbu gets food which is a much better way than all that other amount of work you stated. If not it can just die of starvation or just eat some of the baby fish in the tank.
