Substrate changes while cycling is usually a no-no. But these guys get into your filters and lay eggs all over the place. You can try a substrate change safely once your tank is cycled. Or you can change out the substrate and leave mesh bags of the old substrate hanging in the tank for 2 weeks or so. That's what I did when I had to change out the substrate in a cycling 125g, and things were just fine.
